I think it is both art and decoration. I don't think there's anything to say that the two are mutually exclusive. For example, many people hang paintings or photographs on their walls. Is that art or decoration? To me (and I'm sure most of them) it's both. In fact, I'm of the opinion that most good decoration is art in one form or another.
The same question could be asked for music, many books, and numerous other things. Is it art or entertainment? I think the answer, once again, is both.
